<p>In a declaration dated May 31, 1961, Otto renounced all claims to the Austrian throne and proclaimed himself &#8220;a loyal citizen of the republic,&#8221; a move that he made only after much hesitation and certainly &#8220;for purely practical reasons”.</p>
